Australia in line with most other Western societies has undergone major cultural and structural shifts in marital and family arrangements. Rising divorce rates and ex-nuptial births have contributed to a rise in sole parent families. In 1990 of all families with children under 15, 1.6% were lone father families and 13.2% were lone mother families. This rate had risen in 2000 to 2.3% and 18.6% respectively (ABS, 2001a). The crude divorce rate per 1,000 was 2.5% in 1989 and 2.8% in 1999. However, it is important to note that the proportion of single-parent families was no less a century ago.
