The creation of the Northern Ireland Assembly, Scottish Parliament and Welsh Assembly in 1999 represented a major change to the way these parts of the UK were governed. At the same time, a key change in central government accounting systems was occurring with the introduction of resource accounting and budgeting (RAB) as a replacement for traditional cash-based accounting.
