Jim Hine, left, APHSA board member and commissioner of the Texas Department of Aging and Disability Services, presents the Innovations in State Human Services Award to Thomas Sheppard, program administrator for the Division of Child Care and Early Childhood Education at the Arkansas Department of Human Services. The department won the award for innovative approaches to long-term care through the Choices in Care Program.
