A long-awaited, major study of the impact of the Head Start program has advocates praising gains found in pre-literacy skills, but federal officials say Head Start children still are not achieving enough.
According to the Bush administration, the findings show Head Start children continue to lag behind their more affluent peers. Head Start advocates, however, say the report confirms that Head Start increases pre-literacy skills for children and induces more parents to read to their kids.
