Europe's chemical road transportation industry is suffering. Intense competition, resulting from a surplus of road
tankers and tank containers, has driven down freight rates; tightened environmental regulations covering transportation of hazardous materials, plus stricter safety requirements from chemical manufacturers, have raised costs and increased pressure to take hazardous cargoes off the roads and onto railroads and waterways.
