TSA's reassignment of screening personnel at the nation's airports was big news last week, especially at airports where the gains and losses will be the greatest (see chart below).
One point that was lost in the subsequent analysis of the reallocation ? most often from angry officials whose airports will lose screeners ? is that TSA still has to work with a congressionally mandated national cap of 45,000 full- time equivalent (FTE) screener positions, as air-passenger traffic continues to rebound to its pre-9/11 levels.
