Moscow Mayor Yuri Luzhkov has signed an order for a $630 million upgrade of the Moscow refinery, which will enable it to produce a greater proportion of light oil products.

The upgrade will entail an investment of $147 million in 2005-07 and $484 million in 2008-10.

If the plan goes through, production of diesel fuel is set to rise to 3.5 million metric tons/yr (72,000 b/d), compared with 2.6 million tons/yr (53,000 b/d) at present. Of the diesel total, 1.4 million tons/yr will meet Euro-3 quality specifications and 2.1 million tons/yr Euro-4 standards.
