Students with gifts and talents are in all segments of the human population, "yet talent-find mechanisms have not systematically tried to find promising learners in less than promising circumstances" (VanTassel-Baska, 1998, p. 12). The underrepresentation of minorities and economically disadvantaged students in gifted and talented programs has been a topic of discussion for over 35 years (Bernal, 2002). The reasons for the problem and the means to solve such problems have been widely discussed and debated.
