WASHINGTON _ An appeals court panel on Tuesday upheld broad powers of the federal government to operate the Missouri River, dealing a setback to conservationists pushing the cause of endangered species.
Ruling on several cases that have been in the courts for years, the three-judge panel of the St. Louis-based 8th U.S. Circuit Court of Appeals rejected a wide range of challenges to the Army Corps of Engineers' authority from states, Indian tribes, commercial interests and environmental groups.
