Walter E. Barbee, a retired Navy captain and pilot who co-founded the conservative lobbying group Family Foundation of Virginia, died Aug. 10 of pancreatic cancer at the Halquist Memorial Inpatient Center in Arlington. He was 71.
A native of Wake County, N.C., Mr. Barbee graduated from the University of North Carolina at Chapel Hill in 1957.
He joined the Navy and became a pilot, flying helicopters in Southeast Asia in the early 1960s. Later, in the Naval Reserve, he was a patrol squadron commanding officer and served with the Navy Command Center at the Pentagon.
