The "axis of evil" has raised its head repeatedly in recent days, usually in the context of perceived setbacks to U.S. policy in dealing with the three target countries: Iraq, Iran and North Korea.
To a significant extent, complications are inevitable; the three pose some of the most difficult _ some would say insoluble _ challenges in the international system.
When President Bush first enunciated the "axis of evil" concept in 2002, each country was controlled by leaders who espoused revolutionary, transnational ideologies, threatened their neighbors, abused their populations and toyed with weapons of mass destruction.
