Voters to pay to mail coal-plant ballots.

Aug. 24--The ballot is almost in the mail for Tallahassee voters, who will be the deciding voice on whether the city takes part in the construction of a coal-fired power plant in North Florida.

The City Commission is expected to vote today on a recommendation to conduct a mail ballot Nov. 17 to settle the issue. In July, the commission chose to make an initial investment of $6.4 million to become a partner with three other public utility companies to build the $1.6 billion plant.

The referendum will be the first issue put on a citywide mail ballot and will cost about $242,000 to conduct. The estimated cost includes the postage to mail the ...
