Aug. 24--Attorneys seeking a court order to make the Board of Governors assert control of Florida's university system argued Tuesday that no public-initiative constitutional amendment would be safe if Gov. Jeb Bush and legislators can set up "little kingdoms" and let each campus compete for budget plums.
But a veteran state lawyer told Circuit Judge Janet Ferris that the Board of Governors and the State Board of Education, which has authority over public education from pre-kindergarten through high school, are not fighting over their powers and duties.
