President Bush signed the Energy Policy Act of 2005--the long-awaited energy bill--on August 8, 2005. Like the similarly named Energy Policy Act of 1992, the law is expected to result in significant changes in the electric sector. The new law ("2005 Act") requires the Federal Energy Regulatory Commission ("FERC"), the U.S. Department of Energy (through the Secretary of Energy) ("DOE"), and other federal or state agencies to issue rules to implement the 2005 Act.
