Although the U.S. government has not yet responded to the threat of global warming with policy initiatives that involve more than expanded research, a growing number of people have concluded that the time has come to get serious about limiting emissions of greenhouse gases. One of the most popular means proposed is limiting emissions of carbon dioxide from fossil fuel-fired power plants. But easy alternatives to fossil fuel use are not readily available.
