Much has appeared in the book literature about air transport deregulation and its results, including the role of the CAB and its ultimate demise. Little attention, though, has been paid to railroad regulatory reform. This book attempts a partial remedy. Since the focus is on the Interstate Commerce Commission it is a book that emphasizes a description of legislative and administrative reform with some exploration of causes. It does not attempt an analysis of the effects upon shippers, except as their degree of satisfaction may provide an indication.
