Russell Goodway continued to be called Lord Mayor months after Cardiff council was warned that continuing the dual role of first citizen and executive leader could be unlawful.
New legislation which came into operation at the end of May 2002 prevented the council's executive leader also being Lord Mayor. But the council continued to send out stationery - as well as a press release many months later - with Councillor Goodway titled as Lord Mayor.
