Over the past week the world has witnessed the destruction of a major American city, first by storm and then by flood. Whether New Orleans can be rebuilt has become an open question. Whether it should be rebuilt is another matter, with House Speaker Dennis Hastert already expressing doubts. One thing is certain: New Orleans will never be the same.
