Representatives of the principal exiled opposition groups met in Salahadin, near Irbil in the Kurdish-controlled north, on 23 September. The three-day meeting, which was to plan further steps to unify anti-government forces, was the first opposition gathering openly to be held on Iraqi territory. It brought together representatives from the London-based Iraqi National Congress (INC) and delegates of the main opposition groups with headquarters in Damascus and Tehran, and represents by far the greatest show of unity displayed by the notoriously fractious Iraqi opposition to date.
