BRITAIN has the fourth richest economy in the world. Average incomes are 10 times higher than in South Africa and 70 times higher than in Bangladesh.

But our land of plenty masks an impoverished underclass. People who have to get by on little more than pounds 3 a day.

That is the benchmark set by the Family Welfare Association, an umbrella organisation which is often the last resort for those who have slipped through the state's safety nets.
