The tragic deaths in a West Bend crash reported Thursday in the Wisconsin State Journal may have led to some misconceptions about drinking and driving. In particular, the driver in this crash had a blood-alcohol content of 0.16 percent, which has been widely reported as "twice the legal limit."

But the driver in this crash was 16 years old. For him and all drivers under the age of 21, the legal limit is zero. Drivers 20 or younger may not have any alcohol in their systems while behind the wheel.

We should also note that the 0.08 percent level does not mean it is always legal to drive with a lower blood-alcohol level. The law states that it is illegal to ...
