A conflict between the governments of Argentina and Uruguay has broken out over the planned construction of two cellulose plants near the Uruguayan riverside town of Fray Bentos. Argentine environmentalists and officials fear that byproducts from the plants will ruin the environmental, economic, and social conditions along the river that the two countries share, while Uruguayan officials are unwilling to go without the potential investment and jobs that the World Bank-financed plants will bring.
