WASHINGTON _ Is it the real deal?
North Korea pledged Monday to eliminate its nuclear weapons and nuclear programs in exchange for energy and security. The six governments involved in the negotiations cheered the result. President Bush called it "a step forward in making this world a more secure place."
But the agreement caught American analysts by surprise. Some said it could be a breakthrough similar to Libya's decision to abandon its work on nuclear, biological and chemical weapons. Others called it a setback in efforts to stop the spread of weapons of mass destruction.
