SAN ANTONIO -- Strong political opposition to the North American Free Trade Agreement could deter Congress from investing in U.S.-Mexico border infrastructure even if the agreement is ratified, federal officials say.
Federal officials and supporters of the free trade agreement, speaking at a two-day conference here on border transportation needs, predicted that the free trade agreement would be adopted in the fall. But they said the U.S. government may be reluctant to spend billions of federal dollars on road and bridge projects that congressional leaders believe will mostly benefit the four states that border Mexico.
