A SUPER-confident Gordon Brown appeared to rule out emergency tax rises today.
The Chancellor issued a "don't panic" message to the City as he arrived at the Labour conference to be crowned prime minister in waiting.
In buoyant form, he delighted the party faithful with a pledge to devote himself to the eradication of child poverty.
"That will be at the heart of government vision for the next decade," he said.
That promise of a 10-year programme, spanning his expected takeover from Tony Blair, was pitched to please party activists and counterbalance a well-trailed rebuff to the trade unions.
