TWELVE days after the German parliamentary elections last September 18, the process of forming a new coalition government faced snag after snag in the exploratory talks.
Confusion in Germany
Chancellor Gerhard Schroder's Social Democrats won 222 seats in the Bundestag (parliament). Challenger Angela Merkel's Christian-Democrat Social Union bloc claimed 225 seats. Both parties were short of the majority by more than 15 percent.
