REACTIONS to Executive Order No. 464 which restricts attendance of key officials of the Executive Department before congressional investigations are varied but in a rare show of unanimity both the House of Representatives and the Senate slammed it, questioning its intentions and validity.
The House leadership led by Speaker Jose de Venecia, while expressing deferential acquiescence to the President's inherent right to claim executive privilege, maintains the House has also the "inherent duty to invite the executive heads and officers in aid of legislation and by virtue of the people's right to public information."
