SANTA CLARITA - The House passed legislation Thursday to overhaul the Endangered Species Act by greatly expanding private property rights, a move that has left local conservationists reeling while developers applaud what they view as needed reform of one of the nation's toughest environmental laws.
The landmark 1973 law has been used by environmental groups to slap limits on local development and is a key part of the city of Santa Clarita's lawsuit against the federal Bureau of Land Management and other agencies to stop a gravel mine planned near Agua Dulce.
