Article: Regulators Make Deal On Basel II Timetable: 3-year phase-in will start in '08; delay is win for small banks.

WASHINGTON -- Having reached a hard-fought compromise, federal regulators said Friday that they would phase in the stalled Basel II capital accord, with final implementation to come in 2012.

That would be two years later than the latest estimates; in June 2004 the regulators agreed to start implementation in 2008 and complete it in 2010.

Regulators in other countries are sticking with that time frame, but it was slowed down here by disagreement among the four bank and thrift agencies on how much effect Basel II would have on competition between large banks and small.
