Employers transferring employees overseas can benefit from examining the various tax planning strategies to account for international, federal and state tax liability. The decision of whether to use a tax protection or a tax equalization system can be made by comparing foreign and US tax liabilities. State tax issues hinge on their interaction with federal tax law; federal issues involve housing and tax payment estimation. International concerns include the basis of taxation, treatment of fringe benefits, filing requirements and tax withholding.
