L'auteur est un enseignant universitaire, chercheur, mais surtout un grand commis de l'Etat francais dont les fonctions, a titre d'ingenieur, ont eu trait, pour une bonne part de sa carriere, a l'amenagement du territoire et a la planification des villes. Le livre est a la fois un temoignage professionnel, livre toutefois avec beaucoup de sobriete, une reflexion sur la direction que prennent l'amenagement et l'urbanisme et une critique des erreurs de la planification territoriale, notamment urbanistique.
