The government was in disarray again on Oct. 3 as Shi'ite Interior Minister Bayan Jabr lashed out at Saudi Arabia for having accused Iran of meddling in Iraqi affairs. Jabr chose to make his comments while Foreign Minister Hoshyar Zebari was in Jeddah trying to improve relations with Iraq's neighbours and arrange a visit to the kingdom by Ja'fari. On Oct. 3 the Financial Times quoted a government official as saying: "Our officials are unguided missiles. The government has no coherence or discipline and every minister gives himself the right to talk about everything".
