Two major redevelopments could herald a reversal of fortunes for a struggling Welsh market town. Cardigan 'is on the up', claim civic leaders after the pounds 50m revamp was revealed in the Western Mail this week - just weeks after a face-lift for the town's riverside was unveiled.
