Many experts in embedded passives do it, and I'm often guilty of it myself. Someone will ask me to give a talk about EPs, and I'll spend almost the entire time on resistors and capacitors, with little attention paid to inductors. In fact, the vast majority of all EP papers at the conferences and in the journals concern resistors and caps alone, including those that address layout and costing.
