Bruce Mulligan, an independent business consultant and member of the Eugene Budget Committee, has filed to run as a City Council candidate in the southeast ward represented by two-term Councilor David Kelly.

Mulligan filed paperwork with the city on Monday, becoming the first announced candidate for one of the four council seats up for election in May. He will become an official candidate once he gathers the signatures of 25 registered Eugene voters.
