What Mr Spidla is planning is a study of minimum income systems in the member states, which he aims to release before the end of 2005. It is not directed at wage levels, but at the broader context of social provision. It will examine questions such as which systems are efficient, and what is an appropriate level for each member state, taking account of national circumstances. He acknowledges that the issue of minimum incomes is a matter strictly for member states, but he is optimistic that this exercise will play a beneficial role in refining the way national governments make their policy decisions.
