Even as former Mayor John Gosek was poised to name William Ruggio police chief, the city of Oswego continued to cite Ruggio for numerous housing code violations.
This was nothing new.
Between 1988 and August of this year, inspectors found more than 350 violations at Ruggio's 11 rental properties.
That fact was never mentioned at Ruggio's interview for the job, nor was it brought up at any of the secret meetings held before his appointment, according to members of the committee.
