Both sides are taking a guarded line. "It will not be easy", Transport Commissioner Jacques Barrot warned the Council of Ministers on October 6. "I would not use the term "optimistic", John Byerly told a conference in Washington on October 14. The US chief negotiator preferred to express "hope". Caution is therefore the order of the day following the failure of the previous round of negotiations in June 2004, even though Jacques Barrot's cabinet points out that "negotiations have opened in a calm and constructive atmosphere, raising hopes of a first phase agreement under the British Presidency of the EU".
