No one expected 2004 to be a record production year. With Washington dragging its feet on a TEA-21 reauthorization bill, general economic uncertainty, rising fuel prices, a war in the Middle East and a contentious presidential election, it seemed unlikely that the nation's producers would have a great year.

But significant increases in the production of crushed stone and construction sand and gravel were realized by stone producers in the fourth quarter of the year owing to an overall increase in construction activity, especially in the eastern and southern part of the United States, driving annual production to record levels.
