Fewer people would access certified birth and death records under legislation backed by identity theft foes but reviled by genealogists.
"Without the record you can't do the research, it's that simple," said Waltham's Sheila FitzPatrick, a member of the New England Historical Genealogical Society.
The battle over restricting access to certified copies of such records has been fought at the State House for years, and picked up steam with a rise in identify theft.
