Yes on transit; no on fiscal plan.(Viewpoint)(bill on capital spending plan and rebuilding highways)

New york voters will be asked on Nov. 8 to approve a $2.9 billion bond act to help finance the Metropolitan Transportation Authority's capital spending plan and rebuild highways and bridges throughout the state. The sum is only part of the state's looming borrowing, on top of the out-of-control debt burden that Albany politicians have already imposed on taxpayers. Nonetheless, the MTA funding is crucial to the New York City region, and Crain's reluctantly urges voters to approve it.

On the surface, the plan seems very worthy. The state would divide the money evenly between mass transit and highway projects. Virtually all of the transit money would go to the MTA for its $20 ...
