Some shoreside whiting fishermen and processors are hoping a new bill, introduced by U.S. Sen. Gordon Smith (R-Ore.) will bring some stability to the fishery, similar to the way the Pacific Whiting Conservation Cooperative has helped the catcher-processor fleet.
Smith introduced the proposal in July but critics had heard about it long beforehand.
Dave Fraser, a North Pacific pollock fisherman who also fished for whiting and made deliveries to whiting mother-ships, believes processors have too great a share in the plan.
