A Cape Cod fishermen's group is looking toward a new community-based allocation program to acquire fishing permits, with the aim of keeping those permits for use by southeast Massachusetts small-boat fleets.
Still in its early stages, the idea is to buy permits from people exiting the industry, to keep allocation from migrating off Cape Cod and into the hands of corporate owners.
"It's a crisis. We're losing all our access ... days at sea are creating a real problem," says Paul Parker, executive director of the Cape Cod Commercial Hook Fishermen's Association.
