Oct. 23--A law passed by Congress last year that will likely take effect in late 2007 could mean longer waits to re-enter the United States, cause billions of dollars and hundreds of thousands of jobs to be lost and especially hurt the poor, according to the McAllen Chamber of Commerce.

The Intelligence Reform and Terrorism Prevention Act of 2004 mandated that the federal departments of Homeland Security and State develop and implement a plan to require U.S. citizens and foreign nationals to present a passport or other secure identity and citizenship documentation when entering the United States.
