NORWAY awarded its first passenger rail franchise in May and now plans to franchise two more lines. All loss-making passenger rail services in Sweden have been franchised. Denmark's first attempt at franchising, involving local services in Jutland, turned into a fiasco, with Danish State Railways (DSB) claiming it had offered the lowest bid and then having to help the winner, Arriva, during the first months of operation.
Norway's first franchise covers the 122km Oslo-Gjorvik line. Three operators bid: NSB Anbud, a subsidiary of Norwegian State Railways (NSB) set up to bid for franchises, DSB, and Connex. The 10-year contract, which starts in June 2006, was ...
