The reform of policing in the Russian Federation involves an unusual combination of challenges. These include finding the best distribution of police powers and responsibilities among three levels of government (federal, regional and local); confronting an excessive degree of commercialisation of policing; and developing 'democratic' policing that meets standards of professionalism, accountability and legitimacy.
