Article: MBO: means having a goal and a plan not just a goal. (Management by Objective)

If there is a single area which cries out for more detailed attention in the typical Management by Objectives (MBO) program, it is that of action-planning for each of the objectives agreed upon between boss and subordinate. People define goals of some ambitious, important and even noble nature, but fail to do the necessary action planning. The result is a salesman, production manager, or office supervisor who hangs up high goals which are patently impossible, or low goals which are ridiculously easy. Either can turn MBO into an ivory tower game, in which all the players are doomed to disappointment and failure.
