Four Blacks recently were elected to the 13-member Metropolitan Dade County (Fla.) Board of County Commissioners, which governs the greater Miami area. One of the four, Arthur E. Teele Jr., won the chairman's seat.
Teele, a Republican incumbent commissioner, is a former administrator of the U.S. Department of Urban Mass Transportation from 1981 to 1983 under President Reagan.
