The US and the UK say they may be prepared to lift sanctions against Iraq, even if President Saddam Hussein remains in power, provided he complies fully with the relevant UN resolutions. This has widely been interpreted as a softening of position towards Baghdad, although both Washington and London firmly deny this. At the same time, UK Prime Minister John Major has received the leaders of the opposition Iraqi National Congress (INC) in London. He is the first Western head of government to meet the INC, and in doing so has boosted the group's credibility.
