Three years after reunification and four years after the fall of the Berlin Wall, there is a consensus that a new Germany has risen but there is still disagreement about its nature. Some see a resurgent and powerful nation and are uneasy. They worry that Germany will increasingly use its newfound power and independence to pursue long-dormant German ambitions for Mitteleuropa, weakening NATO and the European Community (EC), and severely straining the international system.
